Transportation costs account for a large portion of monthly bills received by nursing centers. Does your team know which transports are covered by Medicare and which are not? During a Medicare Part A SNF stay, many Medicare-covered ambulance transports are excluded from Consolidated Billing and should be billed by the provider directly to Medicare Part B. In this session, attendees will learn how to identify which transports are bundled to the center, which are excluded and even when non-covered transportation may be the patient's responsibility to pay. The presenter will also review CMS' Best Practice Guidelines for communicating Consolidated Billing requirements and exclusions to providers to help foster provider relationships by decreasing billing errors and determining correct billing responsibility in advance.Presenters

Anabelle Locsin has worked in the nursing profession for over 53 years in various universities and health care settings. Mrs. Locsin completed her degrees from Silliman University in the Philippines, her BSN, Master of Arts in Nursing, and her doctorate degree in Educational Administration. She has various experiences as an Asst. Professor in Colleges of Nursing. She first came to New York in 1985 and worked for Hebrew Home of the Aged in Riverdale, Bronx. She worked as a staff nurse for a year and then was promoted to a Nurse Manager position, after passing the state board. She assisted in opening the first dementia unit in New York City. _ She also worked at New Rochelle Hospital Medical Center as a Clinical Leader of a medical-surgical floor, overseeing, and coordinating the care of patients. Even while at the hospital, she continued to work at the skilled nursing facility as a supervisor. When she relocated to Florida, she worked at Tampa Doctors’ Hospital as the Director of Education and started a geriatric program. After a year, Mrs. Locsin went to work for Bayfront Medical Center. She worked with the Vice President of Nursing doing special projects, staff/community education, and served as an Instructor for USF student nurses having their clinical rotation at BMC. She also worked for BayCare as an Educator at the Nursing Center for Learning. Her various experiences include teaching in colleges of nursing, being a visiting professor for a College of Nursing in a University in Thailand, and working in hospitals, home health, and Skilled Nursing facilities. In the past she has worked with the advisory boards of a local school and college of nursing. She has been a Director of Nursing since 1997 and at her last employment, Menorah Manor, she worked as a Chief Nursing Officer for almost 12 years before retiring on January 22, 2017. She has completed training as a LTC Risk Manager, been a Legal Nurse Consultant, and completed training with NYU for the NICHE (Nurses Taking Care of the Hospitalized Elderly) program. Mrs. Locsin has received recognition as Florida Nurse of the Year from Nursing Spectrum, RN of the Year from FHCA, and been a speaker in regional/state/national/international conferences, and other management related commendations. Jennifer Landis brings over 40 years of long-term-care experience to RB Health Partners, Inc. Ms. Landis began her career as a volunteer in a local nursing facility, where she then moved into the role of nursing assistant. Realizing her desire to work in long-term care, she continued her training at Indiana State University, where she received a BS degree in Sociology with a concentration in Long-Term-Health-Care Administration. After college, Ms. Landis worked as an Activities Director, Marketing Director, and Social Worker before tying it all together as a Licensed Nursing Home Administrator. During Ms. Landis’ Twenty-Six-year career as a Nursing Home Administrator, she successfully oversaw the opening of two skilled nursing facilities. Along with navigating the state regulations and guidelines for initial licensure, she also initiated and maintained Joint Commission Accreditation. In her most recent position as Executive Director for Life Care Centers of America, she was recognized with the President’s award and the Facility of The Year Award. In 2019, Ms. Landis was recognized by the American College of Health Care Administrators with the Eli Pick Facility Leadership Award. Ms. Landis has been an active member of the Florida Health Care Association, serving as a district president, and has worked with local and state legislative members to garner support for programming that assists our long-term-care population. Ms. Smoak is also the State Survey Agency Director for the State of Florida. He was a clinical professor of Geriatrics at the University of Florida College of Pharmacy for eight years and served three terms on the Florida Medicaid P&T Committee. He served on the Board of Directors for the Florida Society for Post-Acute and Long-Term Care (FMDA) from 2016 to 2021 and was the first pharmacist recipient of the FMDA Quality Champion award.

She serves as the Region 1 Director for the American Occupational Therapy Association Political Action Committee and is an adjunct professor at Gannon University in Erie, PA.

About the Presenter
Sira is an Occupational Therapist and dementia specialist who graduated from the University of Pretoria in South Africa in 1993. She moved to the Unites States in 1996 and currently resides in Gainesville, Fl with her husband and two girls. Sira developed a passion for people living with dementia as she observed her mom’s ongoing struggle with memory loss as well as her grandfather’s battle with Alzheimer’s, complicated by Korsakov’s syndrome. As a clinician and director of clinical services, treating people living with cognitive impairment inspired her to create a communication platform, the Memory Bouquet, that could impact everyone involved with dementia care. Sira’s discontent with current tools available to clinicians for assessment, and treatment purposes, moved her to create her own unique evidence-based assessment tool. The Botes Analysis of Functional Cognition focuses on the role of executive function during activity engagement. As a result, the Botes Memory Method was born and has impacted seniors and their loved ones and caregivers across the state of Florida. This method has been successfully used over the past 6 years throughout the state of Florida, touching the lives of more than 3000 people living with this disease. Sira has been invited to speak on podcasts, webinars and live events as well as presenting to her peers at a state level. She has trained more than a 1000 Occupational Therapists, healthcare partners and caregivers alike in the use of the Memory Bouquet to elevate the quality of life and decrease the burden of this disease for everyone involved. Sira won the prestigious NBCOT Innovation award in 2023 for her work with Botes Memory Method.

Porter began his career in 1989 as an administrator-in-training and later held senior roles at skilled nursing centers and HCR ManorCare. He has earned numerous awards, including the Industry Ally Award from McKnight’s Long-Term Care News and recognition on The Hill’s Top 100 Lobbyists list. LaShuan Bethea is the executive director of the National Center for Assisted Living (NCAL) – the assisted living voice of the American Health Care Association (AHCA). Bethea joined NCAL from Genesis Healthcare, Inc. where she served in various leadership roles from 2007 – 2021. Bethea, a registered nurse and attorney, has a depth of long term care experience. She began at Genesis HealthCare in February 2007 and quickly advanced to the director of regulatory and program development before being promoted in 2015 to vice president of legislative affairs. She assumed a dual role as vice president of reimbursement in 2020 and was appointed to chair of the Diversity, Equity and Inclusion Committee in June 2020. Bethea received her law degree from Widener University School of Law, Harrisburg, PA. She earned a Master’s degree in Education from American Intercontinental University and a Bachelor of Science in Nursing from University of Phoenix.
